Charlie is a licensed Civil Engineer in Arizona and serves as one of our national Complete Streets experts. He oversees our research and development in multimodal safety, Complete Streets, and transportation economics, and approaches design with a holistic lens to make communities safer for everyone, regardless of travel mode.

Steve Brown—Transportation Planning & Engineering
Steve’s transportation planning and engineering experience is broad, developed over the course of his 38-year career, including serving as the Director of Transportation Planning/Engineering for the City of Sacramento. He has managed projects across a dozen states and has experience developing tools for practitioners, such as the Strategy Implementation Assessment Tool (SIAT), created as part of the NCHRP 08-106 Metropolitan Freight Transportation project. Steve’s expertise guides evaluation of projects against clear benchmarks and guidelines.

Emily is a senior leader in our Safety Discipline Group and has managed more than a dozen recent safety planning projects throughout the Southwest, including Vision Zero, Local Road Safety Plans, and Systemic Safety Analysis Reports. Emily was the lead author for the recent FHWA report Integrating the Safe System Approach with the Highway Safety Improvement Program.

Donna has over two decades of experience working at the intersection of transportation and public health. She is a certified Level 2 Road Safety Professional in the behavioral discipline, and she brings perspectives from public health, sustainability, and human behavior to her transportation planning projects.

Arizona Cardinals Stadium Transportation Plan
We designed traffic, parking, and pedestrian circulation plans that help more than 70,000 fans move safely during Cardinals games, the Fiesta Bowl, and the Super Bowl.

Mesa Comprehensive Safety Plan
We partnered with the City of Mesa to identify the streets where people are most at risk. The plan gives city leaders a clear roadmap to target improvements where they’re needed most and make travel safer for everyone.

Flagstaff Area 2045 Long-Range Transportation Plan
For northern Arizona, we updated the regional travel demand model and explored new transit options to help guide land use and transportation choices for the future.

Maricopa Association of Governments (MAG) High-Capacity Transit Corridors Sustainability Study
We evaluated the benefits of providing transit-oriented development and high-capacity transit in greater Phoenix, calibrating a Direct Ridership Model for more sensitive forecasts and working with MAG staff to integrate the enhanced estimates into the regional model.

Maricopa County Microtransit Study Transportation Plan
We partnered with MAG to seek a better understanding of the role of on-demand microtransit service in local mobility and access.

Tempe Parking Management Plan
We helped develop a curb management framework for the City and Downtown Tempe Authority that assessed current and future curb demands, drew from best practices from peer communities, and defined policies and practices that aligned with Tempe’s community needs.
