Working together with industry experts, we are excited to share the release of an update to the CAPCOA Quantifying Greenhouse Gas Mitigation Measures, otherwise known as the CAPCOA Handbook.  Over the past decade, practitioners have relied heavily on this key reference document for developing VMT and emissions mitigation measures.  The update has expanded content as reflected in its new title, Handbook for Local Governments, Communities, and Project Developers for Assessing Greenhouse Gas Emissions Reductions, Climate Vulnerabilities, and Health and Equity.

Throughout the handbook there are a variety of updates that highlight current issues and strategies. A noteworthy update includes transportation mitigation strategies that have now been broken into two groups: those with sufficient substantial evidence through quantifiable measures and those requiring more evidence to support quantification (further details about the quantitative strategies begin on page 29 of the Handbook).
