Since graduating from UT Austin, Josh has worked for over 20 years on the analysis and design of multimodal transportation facilities, and he serves as a companywide design expert. He manages the design of traffic signal systems; street and intersection lighting; ITS; transit enhancements; striping and signing; as well as pedestrian and bicycle improvements. Josh has extensive experience analyzing urban traffic signal operations and function and comfort of transit, pedestrian and bicycle facilities. He has also given back to the profession, having taught traffic signal design for over a decade, both for ASCE and for U.C. Berkeley’s Institute of Transportation Studies Tech Transfer Program. Josh relocated to Dallas in July 2021.

Multimodal Planning
Downtown Dallas 360 – Recommended urban mobility principles; a street typology; and signature corridor design concepts to enhance streetscapes and mobility in Downtown Dallas. Conducted a small area validation of the NCTCOG travel demand model to reflect conditions in Downtown, using origin-destination big data to make significant adjustments to model trip lengths and travel patterns within, to, and from Downtown.

Transportation Forecasting
I-345 Feasibility Study – Conducting a study of replacement of an elevated freeway structure on the east side of Downtown and separating Downtown from Deep Elum. Replacement options included an at-grade boulevard, elevated freeway or below ground freeway. Utilized big data to understand travel patterns of trips occurring on I-345.
Transportation Safety
El Paso Vision Zero – Fehr & Peers is leading the systemic pedestrian safety analysis and supporting all other tasks in preparation of El Paso’s first Vision Zero Plan. Fehr & Peers conducted the data discovery and data collection, performed crash data analysis and developed the High-Injury Network (HIN) and are currently preparing collision profiles with crash reduction costs, prioritizing locations for attention, and preparing a predictive pedestrian safety model that will help identify high risk locations based on crash history, land use and roadway characteristics. Fehr & Peers also prepared the web-based Vision Zero Data Dashboard on the Esri Enterprise GIS Platform.
Transportation Safety
Denton Vision Zero – Fehr & Peers acted as part of a team developing a Vision Zero assessment for the City of Denton. The strategy was based on an assessment and benchmarking effort that the team provided, based on the 10 core elements of Vision Zero (developed by the Vision Zero Network). Fehr & Peers documented this work in the form of web content that is prominently featured on the City’s webpage.
