Hugh Louch Joins Fehr & Peers as a Principal

With nearly 25 years of experience across the public and private sectors, Hugh brings a unique mix of technical knowledge and big-picture thinking that aligns with our mission to improve communities.
Hugh’s career has always centered on a simple question: “Why?” It’s a mindset that drives him to challenge assumptions and create infrastructure that works better for people.
As Deputy Public Works Director in Hayward, California, he led the development of a $4 million High Injury Network Plan, targeting safety upgrades on seven of the city’s most crash-prone streets. Along the way, he also built strong support from both city leaders and local communities to help move those improvements forward.
Hugh later led Hayward’s first Safe System Speed Management Plan, using data and system-level solutions to reduce severe crashes. These and similar efforts helped fast-track real safety improvements through the city’s annual repaving program, including new crosswalk enhancements, traffic calming, and better bike access, especially near schools that had long pushed for change.
At the City of Menlo Park, Hugh oversaw the Vision Zero Safety Action Plan, which was recognized by ITE and AAA as a national model for Safe System planning to prevent traffic deaths and injuries.
During his tenure at the San Francisco County Transportation Authority, he played key roles in major initiatives like the Great Highway Closure Evaluation and the Streets and Freeways Study. These efforts helped shape the region’s transportation future by testing new ways to evaluate big decisions.
Bridging Public and Private Perspectives
What sets Hugh apart is his ability to navigate both public agency and consulting environments, bringing a balanced perspective that helps him anticipate challenges, tailor solutions, and deliver results that work in the real world.
He’s built strong, lasting relationships with organizations like the Metropolitan Transportation Commission (MTC), the Federal Highway Administration (FHWA), and dozens of agencies across the Bay Area.
Now at Fehr & Peers, Hugh is excited to help grow our regional partnerships and lead transformative efforts in Complete Streets, Safe System strategies, and community-focused planning.
