Application Developer

Our transportation consultants rely on a dynamic and innovative Information Technology (IT) team that can quickly respond to ever-evolving client needs. The IT team is continually learning and actively collaborating with all elements of the firm. The team functions as part of the larger Corporate Office and is responsible for advancing IT practices for both business operations and within our consulting practice.  As an Application Developer on the Corporate IT team, you’ll be exposed to different experts and disciplines throughout the organization and have an opportunity to pursue a variety of projects that fit your interests and hone your skills.

Our nine-member IT team is searching for a new addition to lead development of web-based applications for both the firm and for our clients. The Application Developer will create a variety of tools that allow us to perform effective data analysis and communicate our analysis effectively to various audiences. This candidate will be able to help design the development environment, ensure consistency, and be able to navigate through changing technology and client demands.   • Assess the company’s existing web applications and develop a system blueprint for continued support and expansion
  • Work on projects of broad scope and complexity, including development and/or configuration of software
  • Consult on support calls, applying in-depth knowledge and experience in identifying solutions
  • Work with clients to clarify and define their requirements
  • Design complex system specifications
  • Accurately scope projects, and assess the time and resources needed to complete them
  • Lead code reviews
  • Mentor junior developers and participate in cross-training
  • Collaborate with the Information Technology team to optimize development and production environments
  • Design, develop, and assist with new front-end applications for a variety of platforms in collaboration with our Visual Communication and Data Science teams
  • Develop and enhance our main UI/UX front-end platform of location analytics products
  • Upgrade applications to conform to Web Content Accessibility Guidelines (WCAG) 2.1 compliance and develop specifications for new web application compatibility


  • 5+ years of experience as a full stack/front-end developer
  • Experience with responsive design for desktop/mobile
  • Experience with web technologies such as HTML5, JavaScript, and CSS
  • Experience with alternative JS libraries, such as React.js, ExtJS, Backbone.js, Angular.js, Node.js, Electron, or other frameworks
  • Exceptional oral and written communication skills
  • Working knowledge of a source control and issue management system, preferably GitHub
  • Excellent project management skills, with comfort navigating firm deadlines as needed
  • Ability to work collaboratively and innovatively in a hybrid team environment
  • Experience deploying open-source solutions for internal enterprise use
  • Ability to think creatively in problem-solving and debugging
  • Self-driven to learn, explore novel ideas, and teach others
  • Some experience developing web applications using Esri’s ArcGIS API for JavaScript or other JavaScript mapping APIs
  • Some knowledge of or interest in Esri’s Enterprise GIS system/web mapping and Arcade
  • Thorough understanding of the responsibilities of the platform, database, API, caching layer, and other web services used in the system
  • Solid analytic skills associated to working with unstructured datasets
  • Some experience with the Microsoft PowerPlatform (PowerApps, PowerBI, etc)
Ideally, this position will be located near one of our office locations and willing to travel to the corporate office in Walnut Creek, CA, as needed. At this time, we have a hybrid work environment and would expect this individual to be in the office 2+ days per week.
