Expanding Mobility in the Bay Area

Fehr & Peers supported the ten-fold expansion of a bike share system in the Bay Area from a 700-bicycle pilot program in two cities to a contiguous 7,000-bicycle system in San Francisco, Berkeley, Oakland, Emeryville and San Jose. The team performed a comprehensive suitability analysis using regional data, local criteria, and a system-wide analysis methodology to identify the Bay Area’s suitability for bike share, system service area, station density, and performance measures to evaluate station sites. Additional work included identifying potential feasible station sites, screening and ranking sites, and working with City staff, other stakeholder groups, and the communities to identify the specific station locations.

Web Map Station Siting Tool
To streamline the site planning process, our GIS specialists were brought on to the team to develop a station siting tool in a web map interface to identify potential sites, gather input from stakeholders, and visualize the ongoing efforts in each City. By combining all the data into an internet-based format that could manage all the station data in real time, we have saved time and headaches for staff reviewing and responding to comments from over 20 stakeholder groups. We created a station siting tool with a lot of the info from the previous form, and even added the ability to drill down to streetview within the web map.
Potential Station Site Identification
Fehr & Peers identified over 500 potential feasible sites for Phase 1 expansion. We developed a robust Excel-based form to identify and rank each potential site using metrics developed as part of ongoing Fehr & Peers work and discussions with Motivate and City agency staff. The form cataloged the geo-data for each potential site, and using our GIS database, we were able to create .kmz files of the potential station sites so City staff could “see” where the stations are on an aerial and zoom down to street level to review the site location.
Fehr & Peers attended and moderated several community meetings to educate the public about the bike share program, its expansion, and to collect input from citizens to identify the preferred stations in each neighborhood.

Suitability Analysis & Demand Mapping
Fehr & Peers, using our GIS mapping and analytics, prepared a suitability analysis in each City to determine where bike share would be expected to be utilized, taking into account land use mix, demographics, bike and transit infrastructure, street grades, and several other factors. We developed a system area map for each City using this criteria. These maps would set the stage for the entire program, which required client approval and agency input to ensure it would result in a contiguous, equitable, successful system after each phase of expansion and when the entire program is complete.
How did our site plans translate into functioning stations?
After the preferred station sites were chosen, our team of engineers developed over 100 site plans and permit packages to gain agency approvals and identify exactly how each station would be configured in the field. The collaboration and hard work of the team delivered over 100 site plans to the client and cities over the course of about 6 to 8 weeks.
